OSR has been tasked by the DCI to survey the intelligence community's military data bases pertaining to potential crisis-areas world wide, and to insure the availability of adequate data relating to such areas during critical periods. 2. The first step I plan to undertake will be the identification of "Potential Crisis Areas". Since situations are constantly changing I suggest that in identifying crisis areas and potential crisis areas that we look down the road for a period of one to two years. Also in the absence of a precise definition of a "crisis Area" I suggest we include those situations which have a bearing on US policy or interests or could hu.ve such a bearing. 3. The second step will be to determine what kinds of information your analysts will need in terms of military data to do the most effective job of analysis. For the present I am concerned only with the kinds of information needed and this should be as complete as possible on an all source basis. 4+. The third step will be to determine how much of the desired information is presently available. This will mean somewhere in the Intelligence Community and not necessarily within the Agency alone. 5. Apart from the information outlined :A)ove I would appreciate any comments appropriate to the project which will make it more responsive in terms of individual analytical functions. 6.
