3. I am not quit sure how best to proceed in this sphere,
particularly since I want at all costs to avoid any hint that the Agency
is volunteering to pick u any of the stray pieces. You have much
more experience than I in dealing with AID and I would therefore
greatly

(SAIGON 0346) strikes me s being even more opaque than is normal
with such communicationsm The message that comes through to me
loud and clear, however, s that AID is running, not walking, to the
exit in the public safety fi ld.
2. No matter ho pure our disinterested patriotism may
be, we should certainly of get the Agency involved in routine police
support (ordinary crime traffic control, etc. , etc.) that the Public
Safety Division of USAI was supposed to handle. Nonetheless, the
U. S. Government will b ill served if this function -- including its 1
necessary logistical sup, ort -- is dropped or even too severely
curtailed.

ADVISORY ASSISTANCE TO THE GVN WILL BE WITHDRAWN; COMMODITIES
SUPPORT WILL CONTINUE. IT IS ESSENTIAL THAT A U.S. TECHNICAL/
ADMINISTRATIVE STAFF BE RETAINED WITHIN USAID TO CARRY OUT
RESIDUAL, CURRENT AND FOLLOW-ON LOGISTICAL SUPPORT OF POLICE
PROGRAMS.

2. TELECOMMUNICATIONS: THE TELECOMMUNICATIONS PROJECT WITH THE
GVN COMBINED TELECOMMUNICATIONS DIRECTORATE WITHIN THE MINISTRY
OF INTERIOR PRESENTLY BEING ADMINISTERED BY CORDS/PUBLIC SAFETY,
WILL BE CONTINUED. ITS TECHNICAL SPECIALIZED NATURE LOGICALLY
POSITIONS THIS ACTIVITY IN USAID ENGINEERING. THE CIVIL TELECOMMU-
NICATIONS INVOLVED ARE THE PRINCIPAL ADMINISTRATIVE/SECURITY
COMMUNICATIONS MEANS FOR THE GVN MINISTRIES AND ALL LEVELS OF
CIVIL GOVERNMENT. THEY HAVE NO SUBSTITUTE AND WILL BE CRITICAL
IN BOTH A CEASEFIRE AND FUTURE TELECOMMUNICATIONS DEVELOPMENT,
IT IS PROPOSED TO TRANSFER TEN OF THE PRESENT AUTHORIZED. 12
TELECON SPACES TO USAID. (TRANSFER OF TELECON ACTIVITY WILL
NECESSARILY INCLUDE SEVEN EXISTING CONTRACT AND 20 TCN POSITIONS
FUNDED THROUGH FY 73.)

5o DATA MANAGEMENT: IS PROPOSED TO UTILIZE TWO MANAGEMENT
INFORMATION SPECIALISTS FROM THE PUBLIC SAFETY STAFF TO INCORPORATE
DEVELOPMENT OF JUSTICE-RELATED SYSTEMS WITH OTHER GVN AUTOMATIC
INFORMATION SYSTEMS NOW BEING DEVELOPED WITH USAID/CORDS. ASSISTANCE
THROUGH THE OFFICE OF THE PRIME MINISTER. EXISTING POLICE MANAGE-
MENT INFORMATION SYSTEMS ARE ALREADY PLANNED FOR INCORPORATION WITH
OTHER USAID DEVELOPED SYSTEMS IN MARCH OF 1973. THE CONSOLIDATION
IS NEEDED TO IMPROVE THE TOTAL MANAGEMENT SYSTEM EFFORT AND ACCOMMO-
DATE TO THE MANY U.S./GVN INTER-MINISTERIAL RELATIONSHIPS INVOLVED,
6. NARCOTICS- SUPPRESSION: IT IS PLANNED TO UTILIZE THREE PUBLIC
SAFETY NARCOTICS POSITIONS (IN CURRENT PROP PROPOSAL) IN USAID.
THE USAID NARCOTICS SUPPRESSION EFFORT IS DESIGNED AS A BROADLY
BASED EFFORT WORKING PRINCIPALLY THROUGH THE OFFICE OF THE PRIME
MINISTER, BUT NECESSAR IL Y. DEMANDING UTILIZATION AND ORCHESTRATION
OF EFFORTS IN SEVERAL MINISTRIES. THE NATURE OF PROGRAMS WILL
INVOLVE PUBLIC HEALTH, PUBLIC EDUCATION AND OTHER GVN AGENCIES
AS WELL AS LAW ENFORCEMENT EFFORTS. IF INITIAL PROGRESS IS
ACCEPTABLE, THE THREE POSITIONS WILL BE REDUCED TO TWO AT THE
END OF FY 73.
