TELECOMMUNICATIONS: THE TELECOMMUNICATIONS PROJECT WITH THE GVN COMBINED TELECOMMUNICATIONS DIRECTORATE WITHIN THE MINISTRY OF INTERIOR PRESENTLY BEING ADMINISTERED BY CORDS/PUBLIC SAFETY, WILL BE CONTINUED. ITS TECHNICAL SPECIALIZED NATURE LOGICALLY POSITIONS THIS ACTIVITY IN USAID ENGINEERING. THE CIVIL TELECOMMU- NICATIONS INVOLVED ARE THE PRINCIPAL ADMINISTRATIVE/SECURITY COMMUNICATIONS MEANS FOR THE GVN MINISTRIES AND ALL LEVELS OF CIVIL GOVERNMENT. THEY HAVE NO SUBSTITUTE AND WILL BE CRITICAL IN BOTH A CEASEFIRE AND FUTURE TELECOMMUNICATIONS DEVELOPMENT, IT IS PROPOSED TO TRANSFER TEN OF THE PRESENT AUTHORIZED. 12 TELECON SPACES TO USAID. ASSISTANCE THROUGH THE OFFICE OF THE PRIME MINISTER. EXISTING POLICE MANAGE- MENT INFORMATION SYSTEMS ARE ALREADY PLANNED FOR INCORPORATION WITH OTHER USAID DEVELOPED SYSTEMS IN MARCH OF 1973. THE CONSOLIDATION IS NEEDED TO IMPROVE THE TOTAL MANAGEMENT SYSTEM EFFORT AND ACCOMMO- DATE TO THE MANY U.S./GVN INTER-MINISTERIAL RELATIONSHIPS INVOLVED, 6. NARCOTICS- SUPPRESSION: IT IS PLANNED TO UTILIZE THREE PUBLIC SAFETY NARCOTICS POSITIONS (IN CURRENT PROP PROPOSAL) IN USAID. THE USAID NARCOTICS SUPPRESSION EFFORT IS DESIGNED AS A BROADLY BASED EFFORT WORKING PRINCIPALLY THROUGH THE OFFICE OF THE PRIME MINISTER, BUT NECESSAR IL Y. DEMANDING UTILIZATION AND ORCHESTRATION OF EFFORTS IN SEVERAL MINISTRIES. THE NATURE OF PROGRAMS WILL INVOLVE PUBLIC HEALTH, PUBLIC EDUCATION AND OTHER GVN AGENCIES AS WELL AS LAW ENFORCEMENT EFFORTS.
