McNamara The Secretary of Defense SUBJECT : Mr. Allen's Summary Report For your information I am forwarding Mr. George W. Allen's summary report on his recent trip to Vietnam to explain the grid concept for measuring the status of pacification and Revolutionary Development activity. This report describes the pilot testing program through which the Washington-developed initial concept was tried out under actual field conditions, the way the concept was discussed and coordinated with the U. S. Mission, the modifications made in the co cept as a result of this testing and coordination process, the formal of the modified concept by the Mission Council on 13 December,. and the procedures by which it is to be implemented on a nation-wide basis as of 1 January 1967.
