As you recall, General Stewart, Director of the NRO Staff, wrote to the Director of Security, CIA, on 30 December 1964, asking advice in connection with proposed briefings of certain Congressmen on aspects of the NRP. Some of the language of General Stewart's letter suggested basic questions as to possibly varying views on the respective responsibilities and authoritieia of the Director of NRO and of the DCI. This was the situation that led to the dispatch of the Da's letter to Mr. Vance of 5 February 1965. This letter was intended to provide some leverage in forcing a discussion of the substantive issues involved in the NRC) budget and to obtain DOD agreement to * joint Congressional presentation. 3. General Stewart now feels that his most urgent need is for an up-to-date list of Congressmen who have been briefed by CIA on various aspects of the a reseed for this through his Security Staff (specifically a CIA employee on 50X1 detail to the NR0). 4. As you IttlOw, we have reason to believe that Stewart's motivation in originally dispatching his letter of the 30th of December was really fairly straightforward. BYEMAN SYSTEM ONLY reason why we Should not comply with his current request for a list. From Ms point of view, CIA is derelict in not having as yet responded to his requests. 5. In view of the fact that Vence has told you of the heat that the 5 February letter generated in some parte of the Pentagon, and since we have not yet received Vsnce's promised response to that letter, it would probably complicate things further if we engaged in additional formal correspondence on this general subject at this point. It would seem better to handle Stewart's outstanding request Orally, by discussing with him the attached list of Congressmen who have received information relating to these special categories of intelligence. In this way he could be made fully aware of the varying degrees of exposure which each has had. 6. It is recommended that representatives of Security and the Legislative Counsel confer informally with General Stewart along the lines discussed in paragraph 5. These representatives would make it clear that giving Stewart this information in no way modifies the thoughts expressed by Mr. McCone in the 5 February letter.
