have two recent examples Ji study groups being vet
up under Nito auspices to examine current problems. The first
relates to photographic film processing resources, and the second
to follow-on for the Drell-Chapraan Committee. In both cases
irt,dividuals have been requ.ested by name to represeat this Agency
firtni Program B on these activities. Aft we discussed over the
telephone, I consider it quite inappropriate for the NRO Staff to
be designating individnels in CIA for such purposes. Rather,
you should make your needs known, and we will select the best-
qualified people in view of their other time commitments to both
CIA and Nita programs. Although we have already reached
agreement on this by telephone, I thought it might be useful to
make this policy a matter of record for your staff and people
here in the Agency.
