Director of Central Intelligence SUBJECT: Discussion with Dr. McMillan on Satellite Requirements 1. This memorandum is for the information of the Director of Central Intelligence. 2. In pursuance of your request, I called upon Dr. McMillan on 16 September to discuss possible next steps to take to get us off dead center with regard to requirements for satellite collection. You recall this paper had been sub- witted by COMDR to the Board which referred it to NRO for comments and that those comments were withdrawn. 3. Mr. Kiefer, Deputy Director of NRO, was present at the meeting. 4. We had a useful exchange of views on our respective problems in connection with the statement of require- ments. Perhaps the critical concern in Dr. McMillan's mind was that the requirements officially approved by the Board should be practical else he could foresee an unwise expenditure of funds on projects which_.would be either impossible of realization or would require a concentration of effort out of proportion to the relative importance of the particular requirements. I responded that this was understood and explained that the way to insure against such impracticality was that COMDR in the preparation of requirements should have the opportunity for a free exchange of views wwith a qualified representative of the NRO.
