1. Indonesian Communist Party held
fifth congress in Djakarta 15 -22 March.
A. Received warm messages from
Sukarno and prime minister Ali.
1. Several key cabinet
members attended opening
session; expressed gratitude
for Communist support;
hoped it would continue.
2. Sentiment echoed by chair-
man of National Party.
B. Chief significance meeting
two-fold.
1. Confirmed October shakeup
of high command which now
dominated by youthful,
"Lenin-Stalin type" leaders,

2. Adopted program clearly
placing Moscow leadership
above Peiping, although Chinese
Communist influence discernible
in agrarian aspects.
Vice President Hatta and other
opposition leaders branded as
virtual traitors and intention
of eventual takeover from
present regime clearly intimated.
III. Meanwhile, Indonesian defense minister
reportedly planning to form "Irian
division" in army.
A. Would use members of Communist-
controlled veterans organization.
B. Also members of Commie insurgents
(Bamboo Spears) who reportedly
ordered by Communist Party to
surrender and cease guerrilla
activity.
