Approved For Release 2005/08/10 : CIA-RDP80R01443R000100040003-5 NON-INTERVENTION ~YDr V S The US policy of non-intervention was made clear to the Latin American states at the 7th Pan-American Conference in Montevideo in 1933 in a speech of Secretary of State Hull. The United States is now formally committed to this policy under Article 15 of the Charter of the Organization of American States drawn up at the 9th Pan-American Conference in Bogota in 1948. The article reads: -- "No state or group of states has the right to intervene, directly or indirectly, for any reason whatever in the internal or external affairs of any other state. The foregoing principle prohibits not only armed force but also any other form of interference or at- tempted threat against the personality of the state or against its political, economic, or cultural elements." 25X1 NSA Declassification/Release Instructions on File.
