DD/I mentioned he has been advised that there will be no NSC
meeting this or next week.
Godfrey noted that we had no advance information or warning
on the coup in Sudan. He commented that the new government claims
to have the support of all factions of the military. The Director asked
who put the new government into power. Godfrey noted that we do not
know but that it was probably a small, well-organized group, and the
DD/P added that it appeared to be essentially a "colonels' coup. "
Godfrey noted that Acting Assistant Secretary of State for Inter-
American Affairs Vaky asked for and received a memorandum on the
situation in those remaining countries on Governor Rockefeller's
itinerary. The President will be seeing Governor Rockefeller tomor-
row, hence the requirement to prepare a second memorandum. He
noted that, with the possible exception of Trinidad and Tobago, there
is a strong possibility of violence in each of the remaining countries to
be visited.

Maury reported that all arrangements have been completed for
the Director's appearance before the Rivers Committee at 9 a. M.
tomorrow. The Director commented that he will go directly to the hear-
ing room and that Bruce Clarke can join him there.
Bross mentioned that Herbert D. Benington, Assistant Director
of Defense Research and Development (Command and Control), had
called to obtain a status report on our study of the quick readout system.

DD/S&T mentioned a 303 agenda item involving controls over
U-2 flights. The Director mentioned that, due to other demands on
his time, there will be no 303 Committee meeting tomorrow.
The Director briefed on a call he received Friday from a New
York Times editorial writer requesting an in-depth backgrounder on
U. S. arms race policies and verification techniques. During the
course of the conversation it became quite clear that the caller was
privy to statements made by the DD/S&T in a closed session with
Deputy Secretary Packard, Ambassador U. Alexis Johnson, and
ACDA Director Smith The Director noted that he called each of these

emphasized that they have the effect of closing out options to the
President. The Director asked each Executive Committee member
to be extremely careful and circumspect in any conversations he may
have on quality and effectiveness of verification systems. The Director
asked that, if anyone is required to comment on such matters, he make
it very clear that the Director has not made up his mind with respect
to verification in support of arms control.
