Approved Foelee0~~ CIA- 19 September 1968 MEMORANDUM FOR THE RECORD Morning Meeting of 19 September 1968 ADD/I noted that the SR-71 flight flew in 100 percent cloud-free cover in the area just above the 19th parallel. ADD/I provided an OCI memorandum on the Soviet international position in the wake of the invasion of Czechoslovakia. Godfrey commented on the flurry created last night by the New York Times stringer's report that there had been an invasion of Rumania and noted that the report washed out. Godfrey advised that the Mexican Army has occupied the National Autonomous University of Mexico and that our analysts feel this belated intervention in the University is likely to produce a strong student reaction, thereby increasing the chances for disruption of the Olympics. DD/S reported that cafeteria prices will be raised across the board commencing today. Carver noted that he discussed the Cambodian rice matter with Assistant Secretary Bundy yesterday. Carver advised that a presentation made by George Allen to an AID seminar last week went very well. Maury noted that returns on the Director's appearance before the Senate Defense Appropriations Subcommittee continue to be laudatory. *The Director asked Maury to elicit from Russ Blandford the material to be covered by the Director's appearance before the Rivers Subcommittee next week so that Pat Conger and company will have sufficient lead time to organize the testimony. Maury noted that Senator Mansfield is calling up certain bills today, including our retirement bill. DD/S&T advised that a drone was lost yesterday. DD/P reported that the White House has informed the State Depart- ment that the President wishes to explore the matter of recognizing Mongolia. The Director recalled that SIG approved a position paper on this matter over a year ago and that an updated version of that position should be of service to the President. DDCI indicated that the policy guidance steering group and the expert study group established for this study should include CIA participation. *The Director drew attention to a message from Ambassador Sullivan indicating that General Vang Pao will be visiting the United States on 1 October and asked the DD/P to coordinate on General Pao's schedule with Defense. The Director commented that yesterday's Annual Awards Cere- mony went most efficiently and that the scenario seemed to be most appropriate. *The Director advised that he distributed the youth unrest paper to the Cabinet except for Secretaries Weaver and Boyd.
