Godfrey indicated that a memorandum has been prepared on Soviet policy in the Middle East, concentrating on Soviet diplomatic rather than military approaches and objectives. Godfrey obtained the Director's concurrence in the elimination of the weekly publication The Situation in South Vietnam (Weekly). D/ONE led a discussion on the revised text of NIE 11-8-68. The Director advised that he discussed with Bromley Smith the Secret Service request for an Estimate on Mr. Nixon's impending trip to Mexico and feels on the basis of the discussion that ONE should pro- ceed with the Estimate. DD/S briefed on the bombing of the CIA recruitment office in Ann Arbor, noting that there was no warning beforehand and no injuries. Carver observed that the USS New Jersey went into action yester- day just above the DMZ. *Maury noted that there is no sign of life in the Henderson Sub- committee concerning the Ervin bill and that it appears to be a dead matter for this session. Maury inquired whether there should be follow-through in any case with Senator Ervin. The Director asked that FE Division put together an appropriate briefing paper for Senator Mundt to serve as background on Vang Pao and Laos. Maury reported that the Hardy Subcommittee has requested a written world briefing, concentrating particularly on Latin America. The Director concurred in the suggestion that Maury contact Congress- man Hardy with a view toward handling the briefing orally rather than in writing. *DDCI questioned whether our awards ceremonies do not lose a good deal of their effect by virtue of the fact that disparate awards are handed out before conglomerate audiences, thereby mitigating the pos- sibility of publicly commenting in a meaningful way on various awards, particularly those arising from a sensitive operation. DD/S agreed to look into the matter. DDCI queried whether there are in the relevant directorates publications review boards to examine the ongoing usefulness of various publications and was advised that there are. The Director noted that he spoke with Mr. McNamara on Saturday concerning the Kennedy memoir and that Mr. McNamara cannot recall for certain whether there are potential problems in the sections on CIA. *Extracted and sent to action officer L.
