Morning Meeting of 4 March 1968
DD/I advised that State has requested the Director's concurrence
in State's responses to Senator Fulbright's twenty questions on the
Pueblo incident. The Director asked the DDCI to review DD/I's draft
comment to State.

Godfrey drew attention to the report that, although a last-minute
compromise was struck in Panama between the Arias and Samudio
forces, the fact that Arias' people will be in the streets today will
hardly ease tension. (See Action 1)
Godfrey provided the Director a memorandum on the situation in
Godfrey provided the DDCI a memorandum on the Argentine/Chile
legal and territorial dispute.
D/ONE reported on Friday's briefing of several State and Defense
officials concerning Standing Group 161 and noted that the briefing was
educational for all concerned.
DD/S reported that on Thursday a system to ease traffic at the
north gate will go into effect.
Warner advised that Senator Montoya will be at Headquarters
Wednesday for breakfast, and it was agreed that DDCI,
and Bill Broe will join the Director and the Senator.

DD/S&T observed that Friday's Soviet space shot appears to be
a shakedown run of a lunar mission and that the space vehicle appears
to have been fired successfully after three misfires.
DD/S&T reported that State has approved two U-2 missions over
South China.
1. The Director asked Godfrey to produce Situation Reports on
the Panamanian situation until the crisis significantly eases.
2. The Director asked DD/I to prepare alternative U. S. courses
of action in view of the letter allegedly written by the crew of the Pueblo.
