Godfrey noted there are indications that the B-52 sorties are having an impact on the North Vietnamese in the Khe Sanh area. Godfrey drew attention tol I reports indicating the imminence of new attacks on Saigon both from the east and west. Godfrey reported that the Arab-Israeli handbook has been com- pleted. Carver noted that various policy-makers have spoken highly of the Saigon Station's performance during the recent crisis. Warner reported that Senators Milton Young and Ernest Hollings received briefings yesterday. Bross drew attention to the forthcoming PFIAB agenda and noted that the technique of joint briefings of the Board has been introduced. He noted three agenda items which would involve CIA in briefings con- ducted jointly with DIA or State, or with both on the subject "The Soviet Presence in the Middle East. " The Director asked that, at least in the latter case, Bross attempt to arrange for CIA to present the briefing with State and Defense standing by to answer questions. S. intelligence support of the military effort in Vietnam, recom- mendations on ultimate disposition of the OXCART fleet, and views on the effects of the confrontation policy on the defector program. DD/S&T reported that an OXCART flight is scheduled for Vietnam The Director announced that Gordon Stewart will be appointed Inspector General on the retirement of Jack Earman. The Director noted that Patrick Seale, who ghosted Mrs. Philby's book, is in this country gathering material for his own book on Philby. The Director asked that he be kept posted on any indications that Seale is attempting to elicit information from current Agency employees or alumni. 1. The Director asked the DD/I to provide him by next Monday the names of the CIA brief ers who will appear before PFIAB. (DD/I lb by 12 February. ) 4.
