In the interests of speed they had skipped the middle portion of the Giap statement and sent the final portion, which was the most interesting. Today's analytical installment will explain this and announce that a memorandum covering the whole statement should be ready on Monday. Godfrey briefed the Director on an in-house memorandum ana- lyzing the infiltration of regular North Vietnamese units into South Vietnam. Sheldon briefed the Director on negotiations with the USSR con- cerning the new U. S. Embassy building. DD/S briefed the Director on a Benefits and Services Division case which resulted in a $9000 annual increase to the widow and family of an Agency employee. Carver noted that he would be meeting with Walt Rostow at 1700 today, and that his session with Senator Hollings yesterday had gone well. The Director confirmed with Warner that Stoertz would be seeing Senator Margaret Chase Smith today. The Director discussed the SIG COCOM matter and asked that the A-DD/I and Bill Morell maintain continuous contact with the appropriate officials in the State Department. L. K.
