MEMORANDUM FOR:
SUBJECT: Production on USSR, April 1972 - April 1973
1. A review of recent nonperiodic publications by CIA, DLA
and INR on Soviet military and political topics indicates that there is
no major problem of inappropriate production. More than half the
were judged to be from the "most
products reviewed
appropriate" producer. With only 10 debatable exceptions, the re-
maining products were listed as "appropriate".
2. According to this evaluation, INR's only inappropriate
item consisted of a December 1972 short memorandum on problems
connected with the Soviet manned space program (either CIA or DIA
would have been appropriate); DIA's only inappropriate item was an
April 1973 paper on nuclear control of a runaway gas well; CIA would

have been the "most appropriate" producer. CIA's ea:&l&t inappropriate
items, all military-related, are listed below without separate classifica-
tion. The reviewer feels that it would have been better had DIA produced
these eight, but recognizes there is room for argument:

3. A subject for possible further inquiry concerns the amount
of duplication implied in the "appropriate" category. Nearly all items
on military topics, whether CIA or DIA produced, were so labeled.
Nearly all items dealing with Soviet foreign policy, whether INR or
CIA produced, were labeled "appropriate".
4. The dividing line between "most appropriate" and "appropriate"
is not rigid; it is best illustrated by example. INR's November 1972
piece concerning "Soviet Analysis of US-East European Policy: A
Combination of Optimism and Misgiving" was listed in the "most appro-
priate" category because State Department presumably is in the best
position to define US-East European policy. An INR piece of December
1972 dealing with a Soviet View of Europe's Future was labeled "appro-
priate" because the subject falls within CIA's competence as well.
Similarly, CIA's June 1972 memorandum on Forced Labor Camps and
Prisons was considered "most appropriate", whereas a November 1972
study of an SS-11 warhead container was labeled "appropriate" (DIA

could have addressed the subject as well). DIA's September 1972 study
of ABM Command and Control was labeled "most appropriate", whereas
a May 1972 study of Missile and Space Vehicle Guidance and Control
was called "appropriate" (it would also have been "appropriate" had
CIA produced it).

5. For comparative purposes, more thani.tems of periodic
intelligence on the USSR were published during the same time. An
examination of the titles of these items indicates not only that CIA was
the major producer, but that virtually no topic of importance addressed
by INR and DIA was not also covered in either the Central Intelligence
Bulletin or in some exclusively CIA publication. At the same time,
DIA addressed many topics of purely political interest in its periodic
publications. Duplication of effort in the Soviet area seems to be more
characteristic of periodic than nonperiodic intelligence.
