SUBJECT: Program Managers Review of CCP (PMRG)
1. On 7 March 1975 General Allen presented his proposed CCP
operating program (CCPOP) for the FY 77-81 timeframe. Representatives,
from DCI/IC, ASD(I), OMB, JCS, CIA, State, Treasury, the Military
Services and Service Cryptologic Agencies participated in the review.

DIA/U&S Commands and SecDef/ASD(I) (see charts 1-3). He stressed
the extensive use of the SIGINT objectives outlined in the National SIGINT
Plan (NSP) in the development of the FY 77-81 CCPOP and indicated that
he believed the NSP was most useful in focusing the program in the right
direction.
2. General Allen advised that NSA had taken their intelligence
guidance requirements from DCID Q KIQs, DCI Objectives, USIB, 25X1
4. Manpower allocations in this year's program reflects a small.
percentage increase of effort against the USSR/EURCOM, International
(diplomatic and economic), and mission support areas. Minor percentage
decrease is programmed for the PRC/SEA, worldwide and special (ELINT,
TELEMETRY, etc.) areas (see chart 5 for FY 75, 76 and 77 comparisons).

5. In appropriations, the FY 77 program reflects increases in Pro-
curement, RDT&E, Operations and Maintenance and Construction. On the
other side of the coin, military and civilian pay reflects a significant per-
centage decrease of the program total (see chart 6).

- Treasury/CIA. Expressed concern about the lack of attention
to "economic intelligence". The discussion indicated that NSA is attempting
to cope with this problem. They have already increased personnel
assigned on the problem due to its high interest. Gen Allen
indicated s keenly aware of the interest in economic intelligence
and they were at what he termed a "prudent level of effort" based. on
the definition of requirements given NSA.

CIA also ex ressed concern about the linguists problem,
primarily linguists. NSA indicated that they recognize
the language problem and they are endeavoring to get a better handle
on it and to identify and recruit personnel with required linguistic skills.
- State. Expressed concern over the timing of the HF modernization
program and the sites now programmed for remoting. Gen Allen indicated
that he was keenly aware of the "current" world political problem and that
they were working in accordance with the guidance from ASD (I) .
- OMB. Indicated that they see a problem in FY 76 for HF
modernization, because they were unaware of firm plans for the program.
Gen Allen advised that the program was on track and that they had received
a letter from Dr. Hall which provided specific tasks and milestones. (A
copy of the ASD (I) letter is at Tab A for your information.)

Secondly, they raised the question of visibility and consider-
ation of the SIGINT Direct and SIGINT-related resources in Program II,
(General Purpose), , as well as those in Program VI (RDT&E) and Program. VIII
(Training). This was the standard OMB pitch of having the DIRNSA
address all SIGINT resources. OMB indicated that the DIRNSA should
make recommendations to the MILDEPS regarding sizing, employment
training, etc., prior to the Services developing their programs. Gen Allen
advised that he thought it was the responsibility of the MILDEPS to size
their forces in Program II and he would then review for technical require-
ments and employment.
- IC Staff. asked what action had been taken
regarding the ASD guidance to expand the effort against Latin America.,
indicated that no action had been taken to augment the
Latin American coverage. then asked if ASD (I) had in
mind specific areas and requirements tor Latin American coverage. Mr.
ASD (I) , indicated no specific target, but that there was a need to
relook at the targets and their intelligence possibility.
indicated that the IC Staff was interested in following trie progress a
results of any review of the Latin American problem.
