You asked for my comments on the attached, which is a staff
paper raising the possibility of reexamining the JAEIC mission. I
have conferred with various people on this, including Ev Hineman
and and I come to the conclusion that reconstituting
JAEIC is not something in need of study or action at this time.
I have found some problem areas worth attention, however,
and I will proceed to di i nto them. It turns out that GMAIC, now
WSSIC, has never been entirely satisfied with the yield data provided
to them by JAEIC for the various weapons systems. I have asked
Ev to have his committee take a more aggressive role in critiquing
JAEIC's yields and be assured that they are derived as effectively
as possible. Other than this, however, Hineman has never found
difficulty in dealing with JAEIC. He would leave things as they are,
and with his new committee and its broadene charge, is not anxious
to take on anything in addition.
Because of its location, it has
always been associated with atomic energy and hence a responsibility
of JAEIC. and his committee, however, have to worry about the
far out kind of scientific development including the possibility of
charged particle beam systems, and he feels that
looked at as a possibility outside the JAEIC arena. I agree, and
believe both committees should devote separate attentions to the
problem and keep one another informed.

The other area of concern to~is in my judgment, a far 25X1
more important issue. He is concerned about the problem of ener_v
in all its forms and what the USIB Committee structure might do Lo. a_
deal with it. The EIC, the STIC JAEIC and pe s others all have
a s a e in this for di ferent reasons. I intend to explore this in my
sessions with the committee chairmen. One solution might be to
create a special working group wit representatives from all three
committees un er an energy co ittee consist'n o al three
committee chairmen. EIC already has an energy subcommittee.

One thing that needs early action is to go final on designating
a new JAEIC chairman. The Agency nominee is who 25X1
has been acting as chairman. He is well experienced with the task
and the problem, and serves also as a deputy division chief in the
Nuclear Energy Division of OSI. I think he is capable of the task,
but I do thin. that we should invite nominees from others, particu-

MEMORANDUM FOR THE RECORD
SUBJECT: JAEIC and its Future in the USIB Committee
Structure
1. As you know, has stepped down as
Chairman of the Joint atomic Energy Intelligence Committee
(JAEIC). He has been an effective, if sometimes irascible,
leader of that committee, and it is doubtful that any other
chairman could (or would) exercise the same degree of
control over JAEIC. leaving is an important
juncture in the committee's future. I believe the coinci-
dence of this departure and the imminence of the DCI's
decision on USIB committee responsibility offers an in-
teresting and rare opportunity to streamline further the
USIB structure.
2. At this time, the DCI is weighing various options
for the handling of foreign weapon systems analysis in the
USIB committees. The option recommended to the DCI by the
IC Staff is the merging of SIC's weapons analysis responsi-
bilities with those of GMAIC to form a single committee
which will study all aspects of weapon and space systems. To
this end, there also are valid arguments for handling the
study of missile warheads in the same committee as the study
of missile propulsion and guidance. (The way a missile goes
'bang' is just as integral to overall weapon system capa-
bilities as the way it flies.) Undoubtedly, there would be
great value in having the people who estimate the size,
weight, and configuration of re-entry vehicles work on the
same committee with those who estimate the warhead's yield.
3. I am not necessarily advocating the dissolution of
JAEIC at this time. JAEIC is involved with more than just
estimating missile warhead yields; much of its activity
relates to collection guidance and analyses which are not
related to weaponry. i do believe, however, that the t mi
is ripe for a serious study of the pros and cons of dis-
tributing JAEIC's weapon and non-weapon responsibilities to

GMAIC (or whatever it will be called) and the SIC,
respectively. As you can imagine, such a study will be
more difficult once a new JAEIC chairman is appointed.
Therefore, if anyone believes that the shifting of
responsibilities from JAEIC to other committees might
be a good idea, it is imperative that a feasibility
study begin very soon.
4. I fully realize the political sensitivity of
this type of study. The battlefield likely would be
strewn with many bodies regardless of the findings and
recommendations. With this in mind, I offer as a
diplomatic cover option paper on USIB
committee responsibilities or weapon systems analysis.
I also offer my pusillanimous support to whomever will
undertake this task.
