C. 20350 Your memorandum of 8 February 1974 regarding the proposed "family" of National Intelligence Products highlights a number of issues with which I have long been concerned. The full and equitable participation of all interested agencies in every aspect of the intelligence process continues to be a major goal of the IC Staff. In achieving this objective, however, we must proceed within the existing framework of the intelligence community. This requires that the Defense Intelligence Agency be considered the focal point for national level intelligence matters of interest to the Department of Defense and the intelligence components of the military services. I recognize the problems inherent in such an arrangement. I believe, however, that the solutions to these problems are properly the concern of the Director, DIA and the service intelligence chiefs. I do not mean to imply that the views of the individual services are unwanted or unneeded in the national intelligence arena. In such matters as the preparation of special studies or NIEs, the services are afforded an equal voice and vote in the deliberations. These proceedings, however, are rarely time sensitive. In short time frames the difficulty of coordinating national intelligence increases proportionally to the number of participating agencies. In these situations, it is not possible with existing assets to address each of the services individually. BACKGROUND: The DNI specifically cites the lack of service participation in the proposed procedures for the NID/NIW and NOIWON. However, the under- lying and larger issue is the uncertain, and in the DNI's view inadequate, role of the services' intelligence components in the production of national intelligence. The D/DCI/IC has indicated that the proposed response should indicate that the services' interests are supposed to be handled through the DIA and that if this isn't working properly, the solution lies in tackling the reasons for the failures and not in circumventing DIA. Further, the response should indicate that coordinating national intelligence among the interested agencies is difficult at best, and it becomes excessively cumbersome in short time frames when each of the services is included individually rather than working through DIA.
