Several weeks ao I mentioned to Secretary Schlesinger
my concern that CIA and the military services might, separ- 25X1
ately reduce their special operations capabilities to the
purposes and know that each of the individual services is
in a similar position. It occurs to me that it might be
useful to take a joint look at our collective special opera-
tions (or unconventional warfare) capabilities to identify
areas which might need improvement or where redundancies
may still exist. I an particularly interested in air and
materiel support, personnel and training, and research and
development. Subject to your concurrence, I propose a
three or four day seminar be held to review existing capa-
bilities against a range of possible requirements. I would
envisage a relatively small group with no more than two
representatives from the CIA, each of the services and 25X1
