Mr. Vance circulated a memorandum--FY-76 Intelligence Program Issues--in which he identified and summarized the status of a series of issues and analyses under way by the Services, Program Managers, and the IC Staff which he thought would be appropriate for IRAC review. He said that DoD would brief IRAC on these and other issues impacting on the CDIP prior to the issuance of the Intelligence Program Decision Memoranda in July. 2. briefed the Committee on the status of work being undertaken by the Cross-Program Resource Study Sub- Group. He said that draft proposed terms of reference for studies on and Soviet Missiles were being prepared by NSA, CIA, State and ASD(I) representatives. He indicated that a report on these efforts should be available for the next IRAC meeting which he understood would probably take place in late May. The Chairman and others expressed reservations about several of these subjects for study. The discussion that followed ended by deferring decision until the terms of reference are available. 3. IRAC meeting schedules were discussed at length in relation to the July EXCOM meeting, the issue of PDM's and the DCI's NFIBR. It was concluded that IRAC should be expected to meet in late May, in mid-July and again in November. While there was some question as to whether the group would be ready to handle all the suggested items-, the Committee agreed that the May agenda could include: a. A Quarterly Program Report by DIA and APS b. A Report and Recommendations by the Issues Sub-Group c. The Report and Recommendations by the Cross-Program Resource Sub-Group d. A progress report on FY-74 Management Objectives e. Recommended FY-75 Management Objectives 4. The meeting adjourned at 1150 hours.
