MEMORANDUM FOR: General Graham
SUBJECT: NSCIC Meeting Programmed for Near Future

1. This memorandum reports on the conference which
and I had on 10 January with Mr. Colby, an e s 25X1
decisions concerning the NSCIC meeting which Dr. Kissinger is to
schedule in the near future.
2. IC is to prepare a memorandum which the DCI will send to
the NSCIC Chairman, enclosing a memorandum for NSC distribution to
NSCIC members describing the agenda for the meeting and attaching
back-up papers. This distribution will include the Secretary of
the Treasury but whether it will include y General is
to be decided by General Scowcroft (whom will contact).

Item 1: Key Intelligence Questions
Backup papers will be a copy of the printed KIQs
for each member and a memorandum from the DCI
explaining the. purpose of the KIQs, the use to
which he intends they be put and the essential
elements of the KIQ evaluation process. The DCI
intends. that consideration of this item will be
limited as much as possible to a briefing by him,
with no invitation for detailed changes in the
paper.

Item 2: Legislation to enhance protection of intelligence
sources an methods
Backup papers will include a copy of the proposed
legislation drafted by CIA and, depending on the
timing of the meeting, whatever additional materials
the General Counsel can provide. A covering memorandum
will describe the objectives being sought through the
legislation, relate this to problems posed by un-
authorized disclosures, and request comments from
NSCIC members as to-any additional actions they con-
sider appropriate. This agenda item is a follow-on
to the DCI letter of 28 November to NSCIC members on
"Actions to Control Damaging Security Leaks."

Item 4: Unclassified omnibus NSCID
Backup papers will include a copy of the proposed
unclassified omnibus NSCID, drafted as a substitute
for the eight existing classified NSCIDs, and a
DCI memorandum to the NSCIC members describing the
purpose of the unclassified NSCID and inviting dis-
cussion of the suitability of this kind of an approach
to establishment of an unclassified "charter" for the
intelligence community. The memorandum would invite
identification of any particular problem areas which
should be addressed.

4. TheDCI also requested that briefing sheets be prepared for
his use, if the occasion arises and time permits, on the following topics:
a. Status of the Arab-Israeli Brost-mortem
This would include a report on what has been done to date
and a summation of conclusions as to the import for futute
crisis management tasks of the intelligence response in the
Arab-Israeli crisis.

A description of the purpose of the NIOs, the geographic
and functional areas for which NIOs already have been
appointed, and the role assigned to the NIOs in the KIQ
evaluation process. Stress should be put on the NIO re-
sponsibility for improving liaison with key users-of the
intelligence products:

c. Decompartmentalization
A description of actions thus far taken with respect to
decompartmentaliza T-KH materials, actions
underway regarding matters, and the advice given
to DOD re making KH- ma erials available for targetting
use in Europe.

This paper should enable the DCI to respond to questions
as to the impact which recent actions concerning the
FY 1974 budget are having on the intelligence community.
A summary of highlights of the annual report prepared
in IC.
S. The DCI said he did not want to raise the subject of the NSCIC
Working Group at the meeting. He would prefer to operate without use
of the Working Group, handling matters by ad hoc groups where
necessary, but generally having the NSCIC function much as the
40 Committee does.
6. The briefing sheets should be short - - double-spaced and not
more than three pages long.
7. No date for the NSCIC meeting has been set,. but the DCI would
like to get the materials to be sent to the NSC for distribution to
NSCIC members as soon as possible. I suggest a noon 18 January deadline.
In case an early date for the NSCIC meeting is set, the briefing
sheets should be ready by 18 January if possible, and in any event,
no later than 22 January.
8. It is requested you approve assignment of action officers
as indicated in paragraphs 3 and 4 and the timing proposed in'
paragraph 7.
