4. Singe Staffing Complements are essential devices to report and control
the allocation end utilization of manpower to the varioes programs and
activities of he Agency, positions in excess of eilmoted ceiling should

days in order to equate establish positions with the revised FY 1964 ceilings.

(thcee exceeding $150,000 in aggregate sslaries) with the Director, Budget,
Program Analysis and Manpower prior to thetr-10plementation.

has been waked to submit to the Manpower Control Officer a. monthly report of
actions taken end results atteined by your components torerxd nehieving, by
