I much appreciated your comprehensive memorandum of
12 November. The systematic approach you describe has a great
deal. to recommend it. I would hope, however, t iat as intelligence
needs are identified, per your paragraph 4. I. , you will advise
collectors expeditiously, rather than wait until a "Collection Strategy"
is developed. With that qualification, I heartily endorse the procedures
you describe.
