SUBJECT: White House Request for Intelligence Support
to Mr. Robert Finch, Counsellor to the President,
Prior to His Trip to Latin America
1. Dr. George Grassmuch, Deputy to Mr. Robert Finch,
Counsellor to the President, called General Cushman on 26 October
to request CIA intelligence support in preparation for Mr. Finchts
trip to Latin America early next month.
2. Mr. Finch is scheduled to leave Washington on 6 or 7
November and will visit A.r entina, Brazil, Ecuador, Peru and
Mexico in that order.
3. Dr. Grassmuch said that Mr. Finchts office would like to
receive CIA "summaries" from now until the delegation departs on
6 or 7 November. He was not able to be very specific about his
briefing needs, He did say that the delegation would include
specialists on economic, agricultural and health problems anal that
they expected to meet some hard questioning as a result of our ten
percent surtax on imports. Dr. Grassmuch said that they were
getting papers from State (including biographic information) and
USIA and the Surgeon General, among others. He hoped that CIA.
would be able to help them by covering subjects not included in.
material from other agencies. He mentioned information on the
"China problem" as an example.

4. Dr. Grassmuch said that he had a safe in his office, but that
Top Secret material was not kept there. He had originally asked the
NSC Staff to request CIA support, but they suggested that he contact
CIA directly because "CIA controlled its distribution tightly. "
5. I thanked Dr. Grassmuch and told him that someone would
contact him shortly to survey his requirements.
