Approved For Release 2006/11/20: CIA-RDP80M01048A000800050063-2 18 January 1973 MEMORANDUM FOR THE RECORD SUBJECT: Handling of Agency Reserves with Senate Appropriations Committee 1. In discussing the above subject today Bill Woodruff, Counsel, Senate Appropriations Committee, made the following points: a. Chairman McClellan definitely intends to review the whole problem of Agency Reserves with the full CIA Subcommittee in the near future. (Membership in the Subcommittee has been formally established and consists of Chairman McClellan and Senators Stennis, Pastore, Young, and Hruska. Jim Calloway and Guy McConnell, of the staff, will both be involved in Agency matters. ) b. McClellan's concern is not centered on the Agency as such but on the fact that our Reserves represent a substantial sum which the President can spend in almost any way he sees fit with- out prior knowledge or approval of the Congress. c. McClellan points out that in the past the Reserves have been used more for political and military purposes than for intelligence collection, and feels operations in this field, in particular, should be undertaken only with the knowledge and approval of the Subcommittee.
