Dear George:
Thank you very much for your letter of 26 December 1973 expressing
appreciation for the contribution of CIA and the rest of the Intelli-
gence Community to the Council on Economic Policy and Treasury.
Your letter also invited me to make suggestions as to how we might
further improve communications between the Intelligence Community and
its consumers. As you may know, I expect to make an announcement soon
of my National Intelligence Officer (NIO) for Economics. His primary
function will be to represent me on the subject across the functionally
organized Intelligence Community, and with customers and outside con-
sultants as required. He will assist me in identifying customer needs
for national intelligence and national policy problems on which national
intelligence might offer assistance. He also will arrange for Intelli-
gence Community-coordinated products on my behalf and will make sure that
they are fully objective presentations of all views and interpretations.
As soon as I have made my selection--and I have been conducting a search
for some months now--I will be in touch with you to discuss the inter-
related roles of my National Intelligence Officer for Economics, CIA's
Director of Economic Research, and your Special Assistant for National
Security.
In closing, I want to note my appreciation for the productive ac-
tivities of your Office of National Security (ONS) in helping to assure
that the Intelligence Community is aware of the interests and require-
ments of Treasury and other CEP members, and that they in turn receive
relevant information in a timely manner. I am particularly grateful,
too, for the valuable assistance of ONS in soliciting and compiling
responses to our Key Intelligence Questions exercise.
