Study of National Narcotics Intelligence
1. Purpose
The purpose of this study is to determine the intelligence needs
of the national narcotic control community and to examine alternative
means of making use of existing and potential intelligence resources
to provide an effective all-source intelligence system to serve
national narcotic control objectives.
2. Scope
Intelligence on both the international and domestic supply and
distribution s-sterns will be examined. In the international area,
information derived from U. S. unilateral programs will be examined
together with that made available through combined (U.S. and foreign
agency) operations and programs, and from intelligence liaison with
foreign agencies.
The study will emphasize primarily narcotic intelligence needs at
the national level but the interface between the Federal intelligence
system and State and local agencies will also be considered. Areas
of potential contribution by local agencies to a national intelligence
overview, and means by which a national system could assist local
jurisdictions will be examined. .

The study will address drug intelligence requirements in three
categories: (1) detailed information needs on heroin, methadone,
cocaine, and polydrug use involving opiates; (2) general information
needs on the illicit use of other non-opiate drugs; and (3) mechanisms
for the identification of, and early warning of, illicit use of newly
abused drugs.
The study will examine the national requirements for both strategic
intelligence (substantive information contributing to an overview of
drug trafficking and use and to estimates of trends in supply and dis-
tribution) and operational intelligence (information supporting law
enforcement actions against drug networks and traffickers). Because
consideration of operational intelligence raises problems relating to
the extent to -which such information can be disseminated among the
various Federal and local law enforcement agencies, the study will
not address directly the substantive content of operational intelligence.
3. Conduct of the Study
The study will include a determination of narcotic intelligence needs and
a consideration of current capabilities related to these needs. An assess-
ment will be made of inadequacies in present intelligence coverage, and
means to overcome them. Descriptions of the principal areas to be
investigated follow.

A. Determination of the Intelligence Needs of t:he National
Narcotics Community
This portion of the study involves a survey of the?principal
Federal narcotics control agencies to determine their perceived
requirements for strategic.and operational intelligence, both from
sources within their own areas of responsibility, and from other
agencies. The information, which is to be supplied by the involved
agencies, will then be collated and expressed as tentative intelli-
gence requirements.
B. Current Intelligence Capabilities and Resources
Concurrent with Task A, the present intelligence capabilities
and resources of the Federal agencies will be assessed. Special
areas of interest are:
o The nature, quality, and quantity of raw intelligence
information currently being collected.
e The analyses which are being performed with these
data.
o The dissemination of finished narcotics intelligence,
both interagency and intra-agency.
o Current methods of developing and disseminating
intelligence queries and requirements within and
among agencies.

o Resources currently devoted to collection,
analysis, and dissemination of intelligence, .
including budgets, manpower levels, collection
systems, and automatic data processing equip-
ment used for intelligence processing.
In regard to this task, it will be necessary for the respective
agencies to supply information concerning their intelligence
resources and products.
C. Comparison of Current Capabilities with Intelligence Requirements
A comparison of current intelligence production with requirements
will provide an initial view of the limitations of present capabilities.
A first step in developing means of filling gaps in intelligence coverage
will be a survey of existing information to identify data with potential
intelligence content, and to identify data which are available, but
which have not been collected. Remaining information gaps will then
be examined to determine if special collection programs are warranted
(or feasible) and what the priority of such programs might be. In
each case, a gross estimate of resources required for additional
collection programs will be made.

4. Study Schedule
The study will be conducted in two phases over a total period of
six months. At the end of Phase I a short report and briefing will
be submitted covering the progress made in tasks A and B above.
Comparisons between intelligence requirements and current capabilities
entailed in task C will be undertaken in selected areas as information
inputs and time permit, and covered in the progress report. The
Phase I report and briefing will be available by.. 1 March 1973, contingent
upon timely receipt of information needed from Federal agencies. At the
completion of the Phase I effort, the progress of the study will be
reviewed to provide a basis for discussions between the Government and
the contractor on the desirability of proceeding with the Phase II study.
5. Levels of Effort
The level of effort will be approximately four man-months per month
for the 2 months of the Phase I study with the total study effort not to
exceed sixteen man-months for the 6-month study period.
6. Liaison and Access
It is recognized that information will be required from CIA, NSA,
ONNI, BNDD, Customs, ODALE, DIA, Agriculture, and other agencies
of the Government, and that special security clearances and access to
sensitive information will be required during the course of the study.

For this reason, a point of contact will be designated in each agency
at the outset of the study, and the "need-to-l:now" of study team
members established, as appropriate. Agency support in substantive
areas of the study may also be required.

Narcotics Intelligence Study Requirements
Agencies: State, Agriculture, Customs, DIA, NSA, FBI, BNDD,
ODALE, CIA
Information Needed:
An inventory and description of your agency's current (as
well as recent) intelligence products in the narcotics area
(e.g. serial reports, special reports-, intelligence memo-
randa, bulletins, etc.) including a list of the recipient
agencies of these products.
A description of your agency's current methods for develop-
ing and disseminating intelligence queries and requirements
internally and among other agencies and a statement of your
agency's perceived requirements for narcotics intelligence
including: types of intelligence information (both strategic
and operational) needed, geographic coverage, time
urgency, etc.
An inventory and a description of resources currently being
utilized (or of potential value) for narcotics intelligence
collection, analyses and dissemination. This summary
should include information on: budgets, manpower levels,
intelligence collection systems , intelligence data bases ,
computer systems , etc.
