Dear Mr. Colby:
It is my pleasure to extend to Mr. Edward Proctor, of your staff, a
most cordial invitation to participate in a panel discussion on the morn-
ing of Tuesday, 25 June before members of our 1974 Defense Strategy
Seminar. The Seminar brings together over 260 selected Reserve and
National Guard officers who are prominent in their communities and
represent a large cross section of civilian professions - primarily
business, education and law. The curriculum of the Seminar embraces
a wide range of problems facing the United States today, with the ob-
jective of developing a greater appreciation of both the national and
international aspects of U. S. security in the world arena.
Our topic for the morning of 25 June, "The Role of the Department of
State, USIA, AID, CIA and Associated Civilian Agencies in the Conduct
of National Security Affairs, " will begin at 9:00 a. m. We have in mind
a panel of four, including representatives of the Department of State,
AID, USIA and CIA. We have invited the Assistant Secretary of State
for European Affairs to chair the panel and act as the Department of
State representative.
Our tentative plan calls for the NWC moderator to make a brief open-
ing statement and introduce the panelists, after which each participant
will have 15 minutes to set forth the manner in which his department
or agency contributes to the formulation of national security policy.
We would appreciate Mr. Proctor also discussing how the representa-
tives from the Central Intelligence Agency in the field contribute

We hope Mr. Proctor will be able to remain with us for a luncheon with
the other panelists and members of the Seminar and faculty.
The National War College has a well-established policy of holding all
remarks in presentations such as this in strictest confidence. This, we
believe, permits the speaker to discuss his subject freely and with com-
plete candor. All Seminar participants are cleared for SECRET informa-
tion.
In the event Mr. Proctor desires additional information or assistance, he
should not hesitate to call on any of us here at the College. Colonel
Donald T. Nelson, Jr. , USA, telephone 693-8491, the director of the course
which includes this panel, is our faculty member most familiar with its
scope and purpose.
Should Mr. Proctor be able to accept this invitation, we shall communi-
cate with him further regarding the administrative arrangements for his
visit.
We hope that we shall have the opportunity of welcoming Mr. Proctor
back to The National War College on 25 June.
