SUBJECT: Legislative liaison support for the RMS
1. I believe you are aware that in anticipation of Congressional
approval of our FY 78 reprogramming action, I am in the process of
making a number of organizational changes. I had hoped to have a
chance to discuss one of these changes with you, but your vacation
and my travel plans prevented our getting together this week.
2. In conjunction with the establishment of the Resource Management
Staff, I anticipate creating a Cccranunity and Legislative Liaison Office.
The staff of this office will include a congressional liaison officer
who will report both to the Director of the office and to you-the
DCI's Legislative Counsel. The officer will have responsibilities
for monitoring congressional action on the NFIP, for arranging RMS and
CTS presentations to Congress, and for maintaining full coordination
with your office. -
3. The congressional liaison function to be performed by this
office is in part an outgrowth of discussions regarding the provision
of congressional liaison support for the Resource Management Staff which
began early this year. My plan to establish a Community and Legislative
Liaison office differs from the product of those discussions only in
that the congressional liaison officer will report to the office director
and to you rather than function independently under the Deputy Director
for Resource Management. In this regard, I propose that the annual
fitness report for the congressional liaison officer be reviewed jointly
by you and me.
4. With your concurrence, I propose to assign I I to the 25X1
position of congressional liaison officer in the Cormunity an Legislative
Liaison Office. Tom's White House Fellowship terminates August 31. T
prevent a lapse in his clearances, I will pick him up on the Intelligence
Community permanent cadre in a special assistant billet pending further
discussion with you regarding this assignment and congressional approval
of the FY 1978 reprogramming request.

5. background would appear to suit him well for
this position. As a White House Fellow, he has had a chance to gain
a broad exposure to the Washington political scene. In addition,
during a year as special assistant to the DCI, he has developed
contacts throughout the CIA and the Community. This Washington
experience, coupled with five years of practicing law with a large
Wall Street firm, should well equip him to provide congressional
liaison for the Resource Management Staff. As an additional benefit,
Tan's position as a member of the Resource Management Staff permanent
cadre will give him the independence which Congress considers to be
necessary for the occupant of this position.
