Spring Review
After talking with OMB and NSC staffers, I believe we have a
better idea of what background preparations are most likely to help
the DCI in Spring Review. The most critical areas in which we can
provide factual backup would appear to 'be the following:
o Projections of the NRP program
o Consequences of funding NRP bow wave out of other programs
o Distribution of intelligence resources
o Modernization of technical collection capabilities
o Intelligence requirements generated by prospective treaties
I would like the offices, as indicated below, to prepare concise
statements of the information the DCI may need on each of these points.
1. Projections of the NRP program (OPBD):
- A breakdown of the bow wave by major systems and undis-
tributed overhead. If possible, a chart would be
valuable.
- A brief explanation of the timing of each major program's
cost increase.
- Changes in the bow wave, both increase and decrease, which
potential congressional action would cause.
- Some further detail on. the timing and rate of decline of
real cost in the NRP program. Illustration of NRP top line
with the bow wave distributed evenly throughout the FY 80-84
budgets.

- Of those monitoring responsibilities:
--Which would be.met only if relevant portions of the
DCI's budget are approved
--Which are in excess of capabilities funded under the
DCI's budget.
I would like to receive drafts of these memos by close of business
Tuesday. That time should permit us to revise as necessary and provide
the DCI with a full briefing package before his first Spring Review
meeting.
