Dinneen Assistant Secretary of Defense (C31) MAR 2 9 1978 Deputy to tne ector of Central Intelligence for Resource Management SUBJECT: House Appropriations Committee Hearings on the FY 79 NFIP Budget The Director of Central Intelligence has been requested to appear before the House Appropriations Committee, Defense Subcommittee on 11 April. The session is scheduled for both morning and afternoon. The DCI has been requested to include as witnesses the Program Managers for the CCP, GDIP, The witness list will, therefore, be as shown on the attachment. e DCI felt that it would be appropriate for you to attend as observers in view of the hearings on IRA to follow the next day. The format requested by the Committee is a 20-minute presentation by the DCI and a 5-minute highlight of the programs by e~ch ram Manager. Additionally, the Committee has requested thati present a 10-minute briefing on 0 covering cost options in then-year dollars, requirements to be satisfied by the system, and display of simulated images from the system. The remaining time is allotted for Committee questions. Such a constrained schedule obviously requires close coordination. I will, therefore, forward to you as soon as possible a copy of what we propose to recommend to the DCI for his presentation. In turn, I would appreciate receiving a copy of what each of you propose to cover in your allotted five minutes.
