A summary of the meetings held on 12 and 13 October 1977 of the Intelligence Definitions Working Group is attached for your information. 2. The candidate list of terms has been revised to reflect the additions, deletions, and assignment of actions decided at the 12 October meeting. Also attached are draft definitions for "Actionable Intelligence," "Monitor," "Review" "Evaluate," and "Assess." These definitions were developed byl Human Resources Committee, and will be discussed at subsequent meetings. has suggested that "Foreign Affairs Community" be included in our glossary and has provided a draft definition for your consideration. 3. The meeting of the Working Group is scheduled for 0930, Tuesday, 18 October 1977, at CHB, Room 5S09. The meeting opened by discussing a revised introductory paragraph to the glossary of intelligence terms which incorporates terminology suggested by CIA/OLC. The revised paragraph was distributed to the members and will be discussed at subsequent meetings. 2. The review of the composite list of candidate intelligence terms (to be included in the glossary) was completed and various acronyms were added. The Group decided that the final document should also contain a separate section listing all appropriate acronyms and their meaning. At the conclusion of this review, the Chairman assigned responsibilities to the participants for developing draft definitions. The participants were asked to provide these definitions to OPP at their earliest opportunity or bring them to the next meeting. 3. An unscheduled meeting of the Group was called on 13 October 1977 in order to discuss definitions for 26 intelligence terms requested by STAT Senator Huddleston. explained that the Senate Select Com- mittee on Intelligence was expected to introduce intelligence legislation on 29 October 1977 and that the Committee would develop its own definitions of intelligence terms unless the Community provided them prior to that date. The Group then began a review of the strawman definitions developed for Senator Huddleston and agreement was reached on seven terms. 4. The next meeting of the Working Group is scheduled for 0930, Tuesday, 18 October 1977, at CHB, Room 5S09. REVIEW To examine, inspect, and discuss in a critical manner, precedent to consideration of value. EVALUATE To appraise the worth of an intelligence activity or result in terms of its contribution to a specific goal, or the credibility, reliability, pertinency, accuracy, usefulness of information in terms of an intelligence need, usually without reference to cost. ASSESS A management deliberation in which the value of an intelligence activity, result, or product is weighed against resource allocation or expenditures.
