I.. The attached draft is forwarded for your information. The
draft is being developed by the DCI's Legislative Counsel in coordina-
tion with his counterparts representing elements of the Intelligence
Community.
2. The bill must be forwarded to OMB this month so that it may
be presented to the Congress concurrently with the President's
budget. Comments or concurrence should be conveyed directly by
your legislative counsels to the DCI's Office of Legislative Counsel
in time to meet the established deadline.
