SUBJECT Appointment of Senior Personnel to Key
Assignments Outside Their Components

of Key Assignments and Appointments
1. At the Management Committee meeting on 18 April it was
decided that each Deputy Director would clear with the DDCI and DCI
their lists of key personnel assignments and planned appointments.
2. With respect to those officers who have been identified as
suitable and qualified for appointment to positions outside their com-
ponents, the Inspector General will review the responses to this
portion of the referenced memorandum and make recommendations
on how best to match officers with positions specified as available for
qualified officers from other Directorates. The IG will call on the
Office of Personnel for such assistance as might be required. These
lists may be made available to Deputy Directors for these discussions
as needed.
3. The IG recommendations will be coordinated with the Deputy
Director from which and to which the individuals are rotated. De-
cision on differences of opinion will be submitted to the DDCI through
the Executive Secretary of the Management Committee.

Inspection Staff
In view of the reduced functions of the Inspection Staff, a major personnel
change is being made.. The Executive Secretary of the CIA Management Committee
has a memorandum from the Inspector General recommending in detail the
personnel movements resulting from the staff change.
Audit Staff.
The retirements of the Chief and Deputy Chief of the Audit Staff requires
appointment of replacements. The Executive Secretary of the CIA Management
Committee has a memorandum recommending internal replacements from the
Audit Staff. There are no other key assignments pending.
