Dear Mr. Chairman:

I bring to a close next week a career of more than Z5 years.
of intelligence work, almost all of it in the:: Central Intelligence Agency.
T_ feel privileged to have been involved in a profession so
essential to the welL being-of this country in dealing with foreign
problems and threats: 1 have been-well rewarded in this work, too,
having been assigned positions of leaders-hip in CIA and our Intelli-
gence Community.
Among the hall-marks of our modern intelligence efforts are
oversight and accountability. The Congress and the Executive
Department have worked constructively together in recent times to
establish effective Congressional oversight and responsive account-
ability on the part of intelligence bodies. New ground has been broken
and arrangements established that can give the American people con-
fidence that their intelligence arms are ,competent and controlled and
that necessary--secrets--a-nd sensitivities are preserved in the over-
sight process.
You and.the Senate? Select Committee on Intelligence and the
Committee staff can take pride in this. I am glad to have played a
role in the process.
I would like to express my thanks and appreciation to you, Vice
Chairman Goldwater, all members of the Committee and to the Com-
mittee officials. I have enjoyed working with all of you.
