Hetu Assistant to the Director (Public Affairs) SUBJECT: Interview by Norm Kempster, LOS ANGELES TIMES 1. At 1500 tomorrow, you will be interviewed by Norm Kempster, feature editor of the LOS ANGELES TIMES, who regularly covers intelli- gence activities. He is preparing a magazine-type article for the Sunday edition which will be a combination personality profile and an examination of how things are shaking down after six months in office. We can expect a wide-ranging interview with broad questions on morale, plans for the future, as well as specific questions on such things as MKULTRA, DDO cutbacks and the status of tours. 2. On Tuesday, the WASHINGTON POST carried a story by Kempster. (POST and TIMES have an exchange agreement) on the South African nuclear test facility in the Kalahari. He could ask you about this since his article cites an "official" as being sharply critical of U.S. intelligence agencies for failing to spot the desert site before the Soviets. 3. Kempster was one of the favorable voices heard during your confirmation hearings; has written some well-balanced articles on the MKULTRA hearings; and recently wrote an article on our summer Intern program which was very favorable. 4. Kempster graduated from California State University; worked for UPI from 1957-1963; was a staff writer covering intelligence for the WASHINGTON STAR, 1963-1976. Norm Kempster, feature editor who regularly covers intelligence activities for the Los Angeles Times, is preparing a magazine-type article for the Sunday edition which will be a combination personality profile on the DCI and an examination of how he manages the Intelligence Community. 2. Kempster characterizes the article as "how things are shaking down" after five months. What he intends is an overview of the Intelligence Community, written heavily through the eyes of the DCI. He will ask questions about morale, the DDO cutbacks, etc., but we could expect a generally favorable article. 3. Kempster is a thoughtful, objective reporter whom I consider a friend. He has recently written an article on our summer intern program which was very favorably and well received. I recommend that we give him all assistance possible. 4.
