Ambassador Young, Mr. Stoney Cooke's, Executive Assistant to Ambassador Young, and Under Secretary Moose met at Headquarters for discussions and lunch-on 27 June 1977 with the Director of Central Intelligence, the Deputy Director of Central Intelligence, the Associate Deputy Director for Operations, the National Intelligence Officer for Africa, of the Comptrollers Staff and Acting Chief, Africa Division. Major topics of dis- cussion were southern Africa and Cubans in Africa. 2. Ambassador Young needs maximum intelligence st:_ppor on the issue of Cuba in Africa. He is now engaged in the UN on this subject -- specifically, Mozambique's desire to bring in outside (read Cuban) troops to protect against. Rhodesian military incursions. -- Action: NIO for Africa should coordinate an analysis on the feasibility of taking a political initiative to impact on Cuban policy in Africa, spec i cally in Mozambique and Ethiopia, and the changing ro of Cuba in Angola. -- Action: ADDO will discuss with the Deputy Di- rector for Intelligence the need to expedite a re2ore on the internal dynamics of Angola that now rests in DDI. Ambassador Young exchanged various views with Agency He and his State Department col- leagues were briefed by the DDCI and the ADDO PIT . Other matters discussed were the likelihood of evolutionary change in South Africa, South African leadership,. South Africa's likely response to a Cuban move into Mozambique, the South African-Israeli connection, and the Administration's in- clination to assist Israel if Israel can separate itself from South Africa. Namibia and Zimbabwe were also discussed. 4. Ambassador Young and Mr. Cookes both expressed apprs ciation for CIA intelligence support.
