Admiral Turner has asked me to respond to your
27 June 1977 written request for possible Agency partici-
pation on the Security Committee supporting the Peaceful
Nuclear Explosions Treaty.
We will be pleased to provide general consultation
to the Committee. Beyond that, it is not clear how much
help we can provide on the matter.

Upon ratification the Peaceful Nuclear Explosions Treaty (PNE) may
require the U.S. to field an extensive onsite observation program
within the Soviet Union. ERDA has delegated responsibility for
organizing, training, and deploying observation teams to the Manager,
Nevada Operations Office, Las Vegas, Nevada. This effort is well
underway in that the initial team training is complete and interim
hardware has been built. One area which still needs additional
effort is physical security of the observer team equipment.
To satisfy this requirement a Physical/Technical Security Committee
has been formed by the Nevada office to develop security support for
the subject program. They will be designing state-of-the-art security
features to be employed on the verification equipment used to insure
compliance with the PNE Treaty. In particular, the Committee will be
responsible for developing a security system which would provide a
high probability of detection should any attempt be made to penetrate
the equipment surreptitiously.
The Committee is in need of a consultant with experience in state-of-
the-art security systems. While we have explored the possibility of
utilizing an individual from private industry, we have been unable to
locate anyone with the proper qualifications.
Therefore, I am requesting that you give consideration to providing an
individual from your agency to serve on the Committee. We estimate
that the level of effort for this Committee member would be about four STAT
man-months over an 18-month period. The travel expens for this
individual would be funded by ERDA. I I of your agency
is familiar with our efforts to develop the onsite observer program
for the PNE Treaty and has been serving as our contact on this matter.
Please let me know whether an individual from your agency could be
made available to assist ERDA in this regard.
