In the absence of Admiral Turner from the city, I am
replying to your letter in response to the interest of your
constituent, Mr. George O'Donnell of Levittown, New York,
on the Indochinese refugee problem.
Unfortunately, for the most part, the information we
possess on the refugee problem falls in the classified area because
of the need to protect the sources used in collecting the information,
but our information does not reach down into the number of dead
refugees being picked up on the high seas.
