2. ^ The Acting DCI wrote the Ch/Senate Government Affairs
Corrurdttee on 13 September stating that S. 61.9, the "Federal Reports
Authorship Disclosure Act of 1977," is unnecessary since all or most
of the information covered by this Act can be obtained under the Freedom
of Information Act and noted that this Act may be in conflict with the
DCI's authority to protect intelligence sources and methods (Tab B).

4. ^ In three separate letters to the Ch/Senate Foreign Relations
Committee cPated 14 September, the Acting DCI informed him that the CIA has
no objection to the release of transcripts of 16 January 1964, 20 and 21
October 1969, and 11 November 1969 Committee hearings held in executive
session on United States Security Agreements and Commitments Abroad and
a World Situation briefing by former Secretary of State Rusk (Tab D).

forwarding responses to questions concerning the case of

7. The Acting DCI wrote the Ch/SSCI on 15 September for-
warding ad tional information requested during the open hearing on
MKULTRA held on 3 August and informed him that information on individuals
associated with MKULTRA subprojects at safehouses was forwarded to the
Committee staff on 13 September (Tab G). (Copy to LC)
8. 0 The Acting DCI wrote informing Representative Quayle
(R., Indiana) on 14 September that the CIA records do not contain
the names of unwitting subjects involved in Project MKULTRA, but
if any institution notifies us that his constituent has been such
a subject, the CIA will notify the Congressman immediately (Tab H).

informing TON research is continuing on the requested list of all
individual projects which have been reclassified from covert action
to collection and vice versa since 1 July 1972 and advised that-the
budgeted for covert action in was

(R., New Yore on 16 September that a letter from one
man's constituents regarding CIA sponsored research on
which resulted from publicity of the MKULTRA program has been referred
to the appropriate office for direct correspondence with this constituent

forwarding our comments on the ramifications of a possible US boycott

National Security Affairs and the Secretary of State setting forth
several options for responding to the recent expulsion of two CIA
officers from Moscow with the recommendation that nothing be done
unless the Soviets publicize either of these compromises (Tab Q).
