SUBJECT: Transmittal of NFIB SAL Steering Group
Report on Soviet Dismantling and
Destruction of Older ICBM Launchers
1. Attached is a memorandum approved by the National
Foreign Intelligence Board Steering Group on Monitoring
Strategic Arms Limitations. The memorandum reports that
the Soviets have renewed their efforts to dismantle older
ICBM launchers as they are replaced by new SLBM launchers
on nuclear submarines in accordance with procedures
agreed in the Standing Consultative Commission. However,
they are not fully meeting their obligation since some
27-38 SS-7 ICBM launchers are not completely dismantled
according to procedures. Dismantling should have been
completed by about 1 March 1976.
2. Copies of this memorandum are also being furnished
to members of the Verification Panel.
