in which Discrimination is Practiced

1. In a recent memorandum to the Civil Service Commission
.Chairman, President Carter stated his Administration's policy
regarding participation in meetings or conferences held. in
facilities in which discrimination is practiced.
2. The policy as published is an amendment to the Federal
Personnel Manual and prohibits Federal personnel acting in their
official capacity from participating in any conferences or meetings
held in facilities in which discrimination is practiced on the basis
of sex, religion or national origin, as well as race.
3. You are asked to provide copies of this memorandum to the
appropriate personnel of your Directorate or Office to ensure our
employees' compliance with the Administration's policy in this regard..
