Thank you for your letters of 6 and 27 September 1977. I am sure
that you are aware that as Director of the Central Intelligence Agency,
Admiral Turner receives a heavy volume of mail and must rely on members
of his staff to answer letters on his behalf.
As Mr. Wilson indicated in his letter to you on 22 September, we
have no record that you were involved in Project MKULTRA. In both your
letters you claim that such testing is still being conducted against you.
Admiral Turner told the Congress and the American people in his testimony
of 3 August that "the MKULTRA events are twelve to twenty-four years in
the past, and I assure you that CIA is in no way engaged in either witting
or unwitting testing of drugs today.... I am taking and have taken what I
believe are adequate steps to ensure that such things are not continuing."
