MEMORANDUM FOR: The Honorable Clarence M. Kelly
Director, Federal Bureau of Investigation
Deputy to the DCI for the
Intelligence Community
SUBJECT: Study on Cuban Intelligence and Related
Activities Against Puerto Rico
1. A special comprehensive review of all collection
and reporting (Special FOCUS) on Cuba is being conducted
jointly by the National Intelligence Officer for Latin
America (NIO/LA) and the Intelligence Community (IC) Staff
at the request :f a member of the National Foreign Intel-
ligence Board (NFIB). The FOCUS objective is to improve
Intelligence Community coverage of Cuba. The FOCUS
includes an evaluation of current all-source reporting
on Cuba and the development of a revised, prioritized
summary of national requirements/needs on Cuba for sub-
mission to the NFIB for concurrence and subsequent DCI
approval.
2. Policy makers and producers of finished foreign
intelligence have indicated at recent FOCUS seminars on
Cuba that one of the continuing priority needs is for
collection and reporting of intelligence on Cuban activity
or intentions in the Caribbean, including Puerto Rico.

3. Therefore, to facilitate the work of the NIO/LA
in particular, but also of other IC producers, a special
study by the FBI is requested on Cuban intelligence and
related activities against Puerto Rico. Sufficient earlier
Cuban-related background should be provided to place the
current situation in ers.ecti.ve.
4. Completion and submission of this study by
1 April 1977 would be appreciated. Questions relating
