Wells Deputy Director for Operations SUBJECT Request from Senator Morgan Regarding Agency Files on CIA Program in Angola REFERENCE Your Memorandum for the Record dated 21 July 1977 1. Upon the receipt of referenced memorandum, the Africa Division issued instructions that all files - both official and working or "soft" files - on Angola be maintained in their current status, that no material be removed for any reason whatsoever, and that access to such files he carefully restricted. 2. The allegation that CIA carried on activities regarding Angola after the Congressional directive to discon- tinue them was carefully investigated in 1976 by the Investi- gations and Survey Staff of the House Appropriations Committee. This investigating staff was given access to our files on the Angola program, including all aspects of the plans and steps taken to disengage from covert action in Angola in early 1976.
