Approved For Release 2003/05/05"UZP80B01676R004300080001-8 MEMORANDUM FOR: Director of Central Intelligence The attached letter addressed to you by General Parker transmitted drafts of papers relating to the abolition of the PCG. The draft report of the PCG dated November 7 contains some changes from the draft which was sent to you by Mr. Rockefeller under date of October 19, with which you concurred in your letter of October 27. These changes are as follows: 1. The earlier draft had language describing the PCG as a mechanism designed "to infuse dynamic, new imaginative ideas, etc. " This language has been omitted, apparently to meet a comment made by Mr. Hoover. 2. Mr. Hoover also apparently suggested that the "representative of the President on the OCB" (Mr. Rockefeller) be omitted from the enumeration of those who would be responsible for policy guidance to the DCI under 5412/1. Mr. Rockefeller's letter to Mr. Hoover of November 7, a copy of which is attached, states that this suggestion was not adopted "as it is the President's explicit desire that he have direct staff representation in this regard. " Therefore, there has been no change in the earlier draft of provisions relating to covert operations. 3. The draft letter from the President to Mr. Rockefeller has been amended in language although not in substance. Here again there was involved a point apparently raised by Mr. Hoover about the designation of Mr. Rockefeller as, "representative of the President". Approved For Release 2003/05/05 : d[A#Wk k8 B01676R004300080001-8 Approved For Release 2003/05 Sx IA-RDP80B01676R004300080001-8 The issue of whether Mr. Rockefeller should be described in these papers as "representative of the President" appears to be somewhat academic in view of the fact that the original executive order creating OCB provided that among the members, there should be "one or more representatives of the President to be designated by the President." With regard to the second issue of Mr. Rockefeller's being among the group which deals with covert operations, I understand that you have said that you wish to take no position and that any resolution of this difference of opinion between Messrs. Hoover and Rockefeller will be satisfactory to you. Accordingly, it seems to me that we have no comment to make upon the attached papers. Nor does it appear to me necessary that you write General Parker saying that you have no comment. This matter will undoubtedly be discussed orally at some future date.
