April 3, 1953 Mr. Allen W. Dulles, Director Central Intelligence .Agency Washington, D.C. We are looking forward to having you meet with the Committee Wednesday ,nf ternoon, April 29, a?t 3:00 PAM. This meeting will be held in our offices at 901 Sixteenth Street, N.W. Here are a few suggestions as to the points on which I think the Com- mittee would welcome your views, althouYgh I know that they wotl,ld be pleased if you would speak on any subject of your choosing: 1. Policy with respect to covert operations: What should be their scope ;and purpose and their relation to foreign policy as a whole? In what situations should we rely on covert operations and in whaa situations should they be avoided? 2. An appra.isa.l of our. present and prospective ability to conduct successful covert activities. 3. Organization and control of covert operations -- in Washington and in the field: Should CIA have the responsibility or should it be some other agency? What should the relationship be to the State Department and to the I;mbassiea? 4. The extent to which U.S.-identified or white propaganda should be replaced by non-attributable or grey: Who should be responsible for grey propaganda,? 5. The nature of psychological warfare: Is it a technique in its own right or an illusion that risks distorting the proper conception of foreign policy as a whole? What significance does this issue have for the reconstitution of the Psychological Strategy Board? I hope that there will be an opportunity to discuss these points together before the Committee meeting. Bill Jackson will be in Washington sometime after the middle of the month and may then remain here through the Committee sessions. If I do not hear-from you before he arrives, I will get in touch with you then and ~aer- haps the three of us could get together.
