MEMORANDUM Fat: Director of Central Intelligence
SUBJECT : Fund for the Republic
1. Information has been received that the Fund for the
Republic, established by the Ford Foundation in 1952, made a grant
on November 18, 1954 of $100,000 to the Association of the Bar of
the City of New York, Inc., a corporation designed to receive tax
exemption gifts, for the purpose of studying the operations of the
Federal loyalty-security program. A special committee composed of
seven to nine members, with national representation, will be es-
tablished to make a non-partisan and independent review of these
loyalty programs. Preliminary research was begun on August 1, 1954
relative to the scope of the problem and the possible methods of
study. A report was prepared under the direction of Professor Ralph
S. Brown, Jr., Yale Law School, a critic of government loyalty pro-
grams, which described Federal statutes, executive orders and regulations,
programs covering Federal and civilian employees, military security
programs and the Coast Guard program for seamen and dockworkers.
2. The Fund for the Republic has also authorized a six months
fact-finding study of one to two hundred Federal and industrial
loyalty and security case histories which will be conducted by a
group of Washington lawyers directed by Adam Yarmolinsky, who was
a former law clerk for a Supreme Court Justice, Stanley Reed.
Yarmolinsky was disapproved for OSS employment primarily because
his parents were reported to be extremely pro Russian and pro-
Communist, and has been connected in the past with organizations of
questionable background and objectives. It has been announced that
the study will cover the collection of material relative to charges
made in the case, summaries of procedures and hearings, and comments
by lawyers on possible changes in methods.
3. The Ford Foundation established the Fund for the Republic,
a non-profit organization, on December 12, 1952, for the purpose of
"supporting activities directed toward elimination of restrictions
of freedom of thought, inquiry and expression in the United States
and the development of policies and procedures best adapted to
protect those rights." Officers of this organization include such
prominent men as Robert T. Hutchins, W. H. Ferry, Paul Gray Hoffman,
Harry S. Ashmore, Robert E. Sherwood and-Chester Bowles.
