MEMORANDUM FOR : Director of Central Intelligence
SUBJECT : CIA Participation in the Council on Foreign
Relations
1. The following is in response to your request for information
on the subject. Of the fifteen study groups for 1957-1958 CIA
participates in three:
Germany. of ONE has attended all
three meetings held since mid-September when he was
invited to join. The meetings were heldton 30
September and on 21 and 25 October. Subsequent
meetings are scheduled for January, April and May
1958.
Officers from State,USIA and Defense are
included in this study group.
enjoys and. profits from parti-
cipation. Conversations with Mr. Mosely and with
the research secretary, Mr. Freund, suggest that
approach-speaking as an individual
rather than as a CIA representative-- meets with
their satisfaction.

Philippines. of ONE has attended four
of the five meetings held since early October when
he was invited to join. The meetings were held on
10 and 23 October, on 7 and 21 November, and on
17 December. The sixth and final meeting is to be
scheduled for late January or early February 1958,
finds the meetings generally
stimulating and informative. The personal and
detailed knowledge of many of the participants
on Philippine personalities, business and polit-
ical practices, and financial problems provides
especially useful and interesting information.
The group generally is seriously dis-
turbed by the economic situation in the Philippines.
The most forcefully expressed view held by nearly
all the group members concerns ICA, which they
believe has been grossly inept and inadequate
throughout; and there are repeated references to
the dire need for effective, high-level economic
and financial advice to the Philippine government.
Soviet Policy Toward Underdeveloped Countries. I will
participate in this study group when activated.

2. Richard M. Bissell, SA/P/DCI, has participated in the
Council on Foreign Relations for about six years. This year he
attended meetings on 14 February, 21 March and 15 May with the
study group continued from 1956 on U. S. Foreign Economic
Policy.
