Approved For Release 2003/07/29 : CIA-RDP80B01676R003700140009-0 17 August 1960 Dear Sir: If Lmerican troops were used to over- throw the Cuban (Castro) Government, it would be an act of wirr and also possible that Red Russia would intervean. I have concieved a plan, where it is possible to over-throw Castro within forty- eight hours, ^?ithout the use of American forces. At this time I am questioning if I would violate my rights as an American citizen, and sacrifice my freedom with im- risonment, if I began to recruit volunteers for the invasion of Cube. If this recruit- ing program is not an. offense, and will not violate my citizenship or freedom, would it be -possible to secure de ;a m-ps and mil- itary strength figures of Ouban forces. This is not an attempt to embarras our Government, or :desire to squeeze infor- .a.ation from ranking officials in regards to their intentions toward the Cuban Goverr?- t_ent. I request nothing; eL;e, except know- ledge of ilv future position as a citizen, if I attempted to recruit volunteers.
